" This is another heavy blow to the precarious employees," Giorgio Pagano, Secretary of the ERA ONLUS, comments on the news that were re-enforced in the 249th Decree, issued on the 10th of September 2010 and published in the official Gazzetta yesterday.
" Together with the FLC/CGIL, we appealed to the Head of State against the decree in order to prevent it from infringing the already-severe balance of the educational enviroment. The decree obliges a teacher of any subject to have a B2 English level, the equivalent of the Cambridge University's First Certificate, a level which English statistics and English mothertongues say is hard to reach," Pagano explains.
" There are thousands of people who are precariously employed, some who do not receive any specific training. To enable this means they will have to pay for expensive private lessons out their own pocket. This is against the 3rd and 4th article of our Constitution, as those who can afford to f0llow a better course have a higher chance of becoming a qualified teacher, and, as stated in the 36th article, if the worker should be obliged to spend time and money on qualifications which are not required by contract they should be heavily compensated: I regret that the Head of State has not yet intervened on the subject as the Constitution's garantour should."
