MiUR: Projects for the Italian language? Yes, but in English!

The entities which, like are own, are presenting the various Projects from the bando del Ministero for university and Research, for the definition and creation of an intelligent "respitory" (in English) of digital content in order to support the spread of Italian language and culture abroad. The primary aim would be to salvage the relationship that exists between the Italian language and culture among second and third generation Italians. They are required to present their project for the Italian language in English, only, to the Italian Ministry.

An obbligatory procedure seeing as if you don’t respect the terms, then you can’t play a role in the project. Frankly, to us, it isn’t clear how you can promote the Italian language if even the Minister himself releases a project where he can not seem to translate the word "respitory" but, worst of all, he asks that the Italians behave as English-speakers.

How is it possible that this is to convince the "second and third generation" of Italians that it is better to "safeguard" the Italian language instead of learning more and more English?
