LANGUAGES IN EUROPE : WRITTEN QUESTIONS OF FORMER COMMISSIONER EMMA BONINO AND MP MARCO PANNELLA TO THE COMMISSION.

The European MPs Emma Bonino, former Commisioner for Human Rights, and Marco Pannella, historical leader of the italian Radical Party, presented three written questions to the European Commission in order to know its position on issues such as: equity and effectiveness of the linguistic policies, state of multiligualism in the educational systems and vitality of the european languages. The two radical MPs asked explanaitions over the so called Report Grin, anticipated by the french media, acording to which the United Kingdom would gain up to 18 billions Euros neat per year from the position of dominance of its language, while teaching esperanto would allow the European Union (including Ireland and the UK) saving around 25 billions Euros neat per year.
In particular Ms Bonino and Mr. Pannella asked if the imposition of english as unique first foreign language in the italian school operated by the Decrees of italian Minister of Education, Ms Letizia Moratti, has not to be considered in contraddiction with the communitarian law and as a violation of the European market rules. Further more, the two italian radical leaders asked the following concrete data: number and percentage of european languages taught and used at school, University, in the research and professional training. Finally, recalling that, according to the UNESCO Atlas on Endangered languages, recently published in italian by the “Esperanto” Radical Association, around 60% of the European languages could soon become extinct, Ms Bonino and Mr. Pannella asked the Commission detailed figures on such a phenomenon and suggested to undertake political initiatives such as the adoption of an European Observatory on linguistic policies or the organisation of a European Conference on languages.
LANGUES EN EUROPE : INTERROGATION DE L’EX COMMISSAIRE EMMA BONINO ET DE MARCO PANNELLA A LA COMMISSION.

Les europarlementaires Emma Bonino, ancien Commissaire aux affaires humanitaires, et Marco Pannella, leader historique du Parti Radical italien, ont présenté deux interrogations parlementaires à la Commission Européeenne pour connaître sa position au sujet d’équité et de efficacité des politiques linguistiques, état du multilinguisme dans les systèmes éducatifs et vitalité des langues en Europe. Les deux parlementaires radicaux ont demandé des explications par rapport à ce qui a été publié sur la presse francophone au sujet du Rapport Grin, selon lequel le Royaume Uni gagnerait de fait, à titre net, jusqu’à 18 miliards d’Euros chaque année grâce à la domination actuelle de la langue anglaise, alors que l’enseignement de l’espéranto semblerait le plus avantagieux, car il se traduirait en une économie nette pour l’Europe entière (y compris le Royaume Uni) d’environs 25 miliards par an.
En particulier, Mme Bonino et M. Pannella ont demandé si l’imposition de l’anglais comme première langue étrangère dans les écoles qu’a été réalisée en Italie avec les Decrets de Mme Moratti n’est pas en contraddiction avec le Droit Communautaire et ne se configure comme une vraie violation du marché. En outre les deux leader radicaux ont demandé une série de données concrètes sur le nombre et le pourcentage des langues européennes enseignées et utilisées dans les écoles, les Universités, la recherche scientifique et la formation professionelle. Enfin, en rappelant que selon l’Atlas des Langues En Danger de l’UNESCO, récemment publié en italien par l’Association Radicale Espéranto, à peu près 60% des langues européennes pourraient bientôt disparaitre, Mme Bonino et M. Pannella ont demandé à la Commission de fournir des chiffres détaillées sur ce phénomène et suggéré des initiatives politiques comme l’adoption d’un Observatoire Européen sur les politiques linguistiques ou l’Organisation d’une Conférence Européenne des langues.
